EDWDD is governed by a nine-member Board of Directors. The directors are elected to represent separate areas
within the District. Five seats allocated to rural areas, while four to municipal areas. The directors serve terms of
four years, with staggered elections held every other year in line with the state election cycle.

Martin Jarrett - Municipal Director Area 1 - represents all of the incorporated municipalities in Moody,
Kingsbury, and Lake Counties, including the extraterritorial jurisdiction of Madison, the portion of Iroquois in
Beadle County, the portion of Arlington in Brookings County, the incorporated municipalities of Canova, Howard,
and Vilas in Miner County, Sioux Falls Voting Precincts, 3-12, 2-7, 2-8, and the incorporated communities of Dell
Rapids, Colton, Baltic, Sherman, Garretson, Crooks, Humboldt, Hartford, Brandon, and Valley Springs in Minnehaha
County, the extraterritorial areas of Brandon and Sioux Falls in Minnehaha County, and the portion of Sioux Falls
in Lincoln County.

Vacant - Municipal Director Area 2 - represents the extraterritorial jurisdictions of Watertown and Brookings and
all of the incorporated municipalities in Grant, Codington, Hamlin, Deuel, and Brookings, Counties except
Arlington.

Kay Kassube - Municipal Director Area 3 - represents Sioux Falls Voting Precincts 1-1, 1-2, 1-3, 1-4, 1-5, 1-6,
1-7, 1-8, 1-9, 1-10, 3-1, 3-2, 3-3, 3-4, 3-5, 3-5, 3-6, 3-7, 3-8, 3-9, 3-10, 3-11, 5-1, 5-3, 5-9, 5-10, and 5-11 in
Minnehaha County.

Lois Brown - Municipal Director Area 4 - represents Sioux Falls Voting Precincts 2-1, 2-2, 2-3, 2-4, 2-5, 2-6, 2-9,
4-1, 4-2, 4-3, 4-4, 4-5, 4-6, 4-7, 4-8, 4-9, 4-10, 4-11, 5-2, 5-4, 5-5, 5-6, 5-7, 5-8, 5-12, and 5-13 in Minnehaha
County.

John Johnson- Rural Director Area 1 - represents all of rural Grant and Codington Counties, except the
extraterritorial jurisdiction of Watertown, the rural areas of Rome, Portland, Lowe, Antelope, Valley, Goodwin,
Altamont, and Glenwood Townships in Deuel County, and the rural areas of Brantford, Oxford, and Castlewood
Townships in Hamlin County.

John Weidler - Rural Director Area 2 - representing all of rural Kingsbury County; the rural areas of Grafton,
Belleview, Henden, Adams, Howard, Clearwater, Vermillion, and Canova Townships in Miner County; the rural
areas of Dixon, Opdahl, Hayti, Florence, Garfield, Cleveland, and Norden Townships in Hamlin County; and the
rural areas of Wayne, Badus, Nunda, Concord, Farmington, Le Roy, Winfred, Herman, Lake View, Clarno, Orland,
and Franklin Townships in Lake County except the extraterritorial jurisdiction of Madison.

Doug Feten - Rural Director Area 3 - represents the rural area of Havana, Clear Lake, Herrick, Hidewood, Brandt,
Norden, Grange, Blom, and Scandinavia Townships in Deuel County; the rural areas of Hamlin, Demptser, and
Estelline Townships in Hamlin County; and all of rural Brookings County except the extraterritorial jurisdiction of
the city of Brookings.

Robert Todd - Rural Director Area 4 - represents all of rural Moody County; the rural areas of Rutland,
Wentworth, Summit, and Chester Townships in Lake County and the rural areas of Buffalo, Clear Lake, Taopi,
Burk, Dell Rapids, Logan, and Highland Townships in Minnehaha County.

Curtis Eggers - Rural Director Area 5 - represents the rural areas of Grand Meadow, Lyons, Sverdrup, Edison,
Palisade, Humboldt, Hartford, Benton, Mapleton, Brandon, Red Rock, Wellington, Wall Lake, Wayne, Split Rock,
and Valley Springs in Minnehaha County, except the extraterritorial jurisdiction of Brandon and Sioux Falls.
